More about external evaluation in pre-tertiary education

Within the Enhancements in the quality of education and training in SEE – EQET SEE and its Quality Assurance (QA) component several publications aiming at supporting quality assurance systems in pre-tertiary education in South Eastern Europe and Republic of Moldova have been developed.

The Guidelines and suggestions for optimizing (the impact of) external evaluation of institutions in the SEE and Republic of Moldova contain regional conclusions on the purpose of external evaluation in the SEE region and Moldova, relationship between external evaluation and internal (self-) evaluation, improvements of external evaluation needed for enhancement of quality culture, as well as the recommendations to be taken into account at regional national level within the scope of EQET SEE project to reach this vision. The document is a result of the joint work of more than 40 relevant stakeholders from the quality assurance agencies, national qualification authorities, vocational education centers, ministries of education and schools during the two Policy vision meetings organized in March and April 2022.

The Regional Competence Standard for external evaluators was developed by the Regional Working Group, comprising of nominated experts from the seven economies (Albania, Bosnia and Herzegovina, Kosovo*, Moldova, Montenegro, North Macedonia and Serbia), with support of the Dutch expert for external evaluation of institutions in pre-tertiary education Mr Herman Franssen and representatives of the ERI SEE Secretariat. It comprises of the sections on external evaluator Job profile, Entry requirements and six standard domains: Core competences, Professional practice for external evaluation, Interpersonal communication and competences, Methodology of evaluation, Leadership and management, and Context.

The publication is available in English.

The Regional Competence Standard for external evaluations was consequently used for development of national standards of competences for external evaluators of the SEE economies and Moldova.

The publication Systems of Quality Assurance in Pre-tertiary Education in South Eastern Europe and Moldova – Focus on external evaluation of institutions and external evaluators’ trainings gives an overview of the most relevant aspects of external evaluation of institutions in Albania, Bosnia and Herzegovina, Kosovo*, Moldova, Montenegro, North Macedonia and Serbia in an easily understandable and comparable manner.
